Special Education

The Plattsburgh City School District is committed to providing all children with opportunities to benefit from public education. Special education programs and services are provided for children from age 3 through the age of 21 years. Each student receives special education services designed to meet his or her individual needs. These programs are discussed and planned by school personnel, parents and the student involved. Often instruction is carried out both in regular and special education classrooms.

Students receiving special education have their programs reviewed by the CSE (Committee on Special Education) at least annually and his/ her need for special services is reassessed at a minimum of every three years. The CSE is appointed by the Board of Education. All committee correspondence, notifications, and meeting times are in compliance with both Federal and State regulations. The goal of the committee is to see that students placed in educational programs that are appropriate, within the shortest possible time, upon classification or referral to the committee. Placing students in an appropriate program, with parental agreement, upon entry into our district is most important in maintaining continuity within the educational process of the child.

It is the policy of the Plattsburgh City School District Board of Education, that each student with a disabling condition shall have access to the full range of programs and services of this school district to the extent that such programs and services are appropriate to the student’s special educational needs. Such programs and services include but are not limited to:

  1. All courses required for a high school diploma.
  2. Required state achievement and competency tests
  3. Regents and accelerated courses
  4. Remedial instruction
  5. Second language instruction
  6. Computer instruction and usage
  7. Occupational education
  8. High School equivalency programs
  9. Guidance and career education
  10. Extracurricular programs

Announcement of Review

The New York Education Department’s Office of Special Education has initiated a Special Education Programs and Services Focused Review in the Plattsburgh City School District during the 2016-2017 school year. The purpose of this review is to assess the district’s compliance with selected federal and State laws and regulations governing the education of students with disabilities.

The review will be conducted by the Special Education Quality Assurance (SEQA) Regional Office. The review process will involve a review of school records of a representative sample of students with disabilities, classroom visitations and surveys. In addition, meetings of the Committee on Special Education will be observed.
